However during the first two years of his Presidency Kennedy failed point forword his promised legislation.. Such as the civel right bills was still being debated by the congress... Forexample the civel right bill was brought before the congress in the 1963 and in a speech on the television on 11th jun John F Kennedy pointed out that, However the civil right act a made racial discrimination in the public places....
